RIGHTS of the Homeless?

Today I was on the bus on my way home from a long day at work when I noticed a homeless woman hopping onto the bus. It was free of charge.
She walked wobbling from side to side and sat directly opposite me. I was sitting in one of those four seater chairs uncomfortably squashed against the side handle.
I remember I could vividly smell the thick scent of alcohol that steamed from her clothes.
Having no issue with the situation, I just kept on doing my own thing which was reading my juicy gossip mag-yes, I do read these trash mags from time to time.
Anyway after five minutes this woman randomly begins rambling words. Though she looked fragile and harmless, she was quite disorientated.
As I read about Brad and Angelina’s new born twins, I could feel eyes staring from all corners.
Two stops on and I look up to see this lost woman staring at me. This was when I began to feel quite uncomfortable.
“You lookin tired,” she said.
I just nodded, smiled and replied.
“Yes. Thankyou”.
She then became distracted from me.
She moved close to this middle aged woman who was sitting directly next to her. She became so close her chin slightly touched this woman’s shoulder.
“You readin a romance?,” she said.
The woman just nodded and tried to shuffle to the side.
All of a sudden out of nowhere she kissed this lady on the cheek.
Obviously, as anyone would be, the lady quite shaken, got up and walked toward the end of the bus.
After this happened I couldn’t help but think was this right? I mean the homeless can’t be stopped from using public transport can they?
After curiously researching I found that being homeless ofcourse isn’t a crime though occupying public space, disturbing the peace and not paying for public transport frequently falls foul to the law.
This I found interesting…I mean don’t all homeless people take up public space?
